The Board of Control for Cricket in India (BCCI) has written a letter to all the franchises participating in it. The BCCI has made it clear that there should not be any violation of the guidelines that have been recently issued for all members of the team, including players and support staff. As part of this protocol, team members will not be allowed to have outsiders in their hotel rooms without prior notice and proper approval from the respective team manager.
Cricbuzz quoted Saikia as saying, “The BCCI draws the attention of all franchises to the well-documented risks of targeted compromise and honey-trapping prevalent in high-profile sporting environments. The possibility of incidents giving rise to serious legal charges, including under the laws applicable to sexual misconduct, cannot be ruled out. IPL franchise management must remain vigilant and proactive at all times to mitigate such risks.”

- (a) No person, regardless of their identity, relationship to the team member or stated purpose, shall be permitted to enter the hotel room of any player or support staff member without the prior knowledge and express written approval of the team manager.
- (b) Guests and visitors will be welcomed exclusively in designated public areas of the hotel, such as lobbies or reception lounges. No guest will be taken to private hotel rooms unless specifically authorized in writing by the Team Manager.
Saikia said he had also taken note of the cases where players and match officials were seen leaving their team hotels without giving any information to the security officials concerned. BCCI considers this a violation of the basic security protocols of IPL.
Saikia said, “Instances have been observed of players and support staff leaving the team hotel at irregular hours without notifying the designated Security Liaison Officers (SLO) or Team Integrity Officer (TIO). Such departures create significant security vulnerabilities and put individuals at risk that cannot be mitigated if relevant personnel are not informed.”
- (a) All players and support staff must inform and obtain clearance from the SLO and/or TIO before departing from the team hotel at any time.
- (b) Any planned movement outside the hotel for personal, recreational or any other purpose must be informed to the Team Manager and SLO well in advance of the intended departure.
- (c) The SLO/TIO will maintain a contemporaneous log of all team activities, which will be made available to the BCCI Operations Team upon request.

“Accordingly, the use of vapes, e-cigarettes and all prohibited substances is strictly prohibited within all IPL tournament venues including dressing rooms, dugouts, team hotels and practice facilities. Additionally, the team management must ensure that all players and support staff are clearly informed of this prohibition and no such substances are allowed in any team premises during the tournament.”

On players not showing their IPL accreditation cards, the BCCI secretary said, “It has been brought to the notice that some members of the team have shown reluctance to produce their accreditation cards for verification when requested by authorized security personnel. This behavior is unacceptable and a violation of basic event security protocols.”
All players and support staff are directed as follows:
- (a) All players, support staff, team officials and IPL franchise representatives must wear their recognition cards at all times within the event premises, including the stadium, team hotel and practice facilities.
- (b) The Recognition Card must be prominently displayed at all times and presented for inspection without hesitation or objection on demand by authorized security personnel, BCCI officials or designated IPL operations staff.
- (c) Any individual found to be non-compliant with the accreditation requirements will be denied access to the relevant venue until the matter is resolved, and the incident will be formally reported to the Team Manager and BCCI.
Team Management Responsibilities
BCCI holds the Team Manager and/or the authorized person of the franchise jointly and severally responsible for ensuring full compliance with the instructions contained in this advisory. Team managers are specifically directed to:
- Mandatory Team Briefing: Call a mandatory team briefing within forty-eight (48) hours of receipt of this advisory to explain its contents to all players and support staff.
- written approval:Obtain a written acknowledgment from each player and support staff member confirming receipt and understanding of the instructions contained herein.
- Guest Approval System: Implement and maintain a guest approval system for all hotel visits, with written records of each approved guest maintained on a daily basis.
- Movement Log: Maintain a movement log in coordination with the SLO/TIO, recording all departures and returns from the team hotel.
- PMOA protocol compliance: IPL franchise owners and their associates should take note of the PMOA and all related protocols before each match day and ensure their strict compliance.
- reporting obligations: Report any violation of the instructions set out in this advisory to the IPL Operations Division as soon as possible.
